Many people still seem unsure about the current situation regarding cosmetics testing in the UK. FRAME has received several inquiries from people who were given gifts at Christmas that had our logo on the packaging, and have asked if it meant the product was not tested on animals.

Since early 2013 it has been illegal to test cosmetic products, or ingredients, for the European market on animals. There was a voluntary arrangement by the UK market before that time so, in practice, no cosmetic product bought in the UK was tested on animals.

Many people still believe it is necessary to look for special logos or branding to ensure that cosmetics were not tested on animals, but this is not true. Cosmetic products sold in the EU are not tested on animals, whether or not the packaging makes any ‘cruelty free’ claims and wherever they were manufactured.

Even products made in countries where animal testing is still required for the home market must meet the European regulations: any cosmetic or ingredient intended for sale within the EU must not have undergone animal tests. European laws forbid marketing (i.e. placing on a shelf for sale) animal-tested cosmetics, so it does not matter where they were made, as long as they were sold within the EU.

A cosmetic is legally defined as: “any substance or mixture intended to be placed in contact with the various external parts of the human body or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition.”

The presence of the FRAME logo on a product means that the company supports FRAME and its work. FRAME receives no direct funding from government and relies entirely on corporate and individual support, grants and donations to carry out its vital work.

FRAME was one of the leaders in bringing about an end to animal-based cosmetics testing in Europe. We have worked with companies for many years to develop safe, effective non-animal methods that would enable compliance with the new cosmetics regulations when they were introduced.

We have also advised the UK government in support of a policy ban on testing household products on animals, which came into force last year.

Now we are working with manufacturers in other markets to bring an end to animal tests in areas such as medical research and drug development. The companies who use our logo on their packaging are helping us to do that. Without support from our corporate supporters we would be unable to continue our vital work.
