On 21 May 2004, Lord Sainsbury, Science and Innovation Minister, and Caroline Flint MP, Under-Secretary of State for the Home Department, jointly announced the establishment of a National Centre for the Replacement, Refinement and Reduction of Animals in Research, and a joint press release was issued by the Department of Trade & Industry and the Home Office.
